Situated on the far west coast of Canada, on the southern tip of Vancouver Island, Victoria is the capital city of the Province of British Columbia. Its benign climate (the warmest winters in Canada) and placid lifestyle make it a favorite retirement location as well as a popular tourist destination. About 400,000 people live in Victoria and adjacent communities.

Et l'homme qui fait les poubelles ?
The man is probably one of Victoria's homeless people. He's got his sleeping bag in the bottom part of his shopping cart and his source of income - returnable drink containers that he scavenges from rubbish bins - in the top part. I think this is a fairly common sight in most North American cities.
L'homme est probablement un des sans-abri de Victoria. Il a son sac de couchage dans la partie de fond de son chariot faisant des achats et sa source de revenu - les récipients de boisson qu'on doit rendre qu'il fouille dans les ordures des poubelles - dans la partie supérieure. Je crois que c'est une vue assez commune dans la plupart des villes Nord-américaines.
A remarkable assemblage caught at just the right moment. We have the parallel universe here in Willits too.
