There's various theories about it. One is that it designates that drugs are available in the locale, another that it's gang turf. My theory? Someone did it once, and it's copycat behaviour - vacuous and meaningless.
I've heard both the "gang marking their territory" explanation and the "memorial to slain gang member" explanation.
In my experience, ‘Bitingmidge’ (cruel thing to call a baby, by the way) is closer to the truth. The shoes usually belonged to tormented little obese children who played the clarinet or trombone, and the bullies had chucked their shoes to where they could not be retrieved.

I always feel angry/sad, either someone has been bullied, or someone has no appreciation for the value of their shoes, either way I like your stuff!
Kids in my neighborhood used to do that. They did it for no good reason, just something to do.
