    @JoJo - Well, they keep working on the approaches to the new bridge and on building its footings - I think the holdup is that the bridge itself is being constructed elsewhere (China?) and there is some problem that means it won't be delivered until spring 2016 (if then - every 6 months or so the date is extended along with the budget....)
